On behalf of our client based in the Cookstown area we are looking for a Monitoring/Finance Officer (2/3 months temporary contract)

MAIN PURPOSE OF JOB

To provide a comprehensive project monitoring service to include the assessment of projects, monitoring of expenditure, checking project claims, collating monitoring information and preparing and actioning progress reports.

Main Duties & Responsibilities
* Assessing project applications with particular emphasis on financial viability of projects.
* Carrying out proforma Economic Appraisals with particular emphasis on financial implications.
* Assisting Project Officer to carry out indicative scoring of projects and assisting Project Officer to present assessments to Assessment Panel.
* Arranging Assessment and Appeal Panels.
* Taking minutes of Assessment panels, Appeal Panels and Sub Groups.
* Recording recommendations of Assessment Panel for ratification by Joint Committee
* Notifying unsuccessful applicants and arranging Appeal Panels (where necessary).
* Preparing Letters of Offer for signature
* Assisting Project Officers to appraise Project Promoters of conditions of Letters of Offer and monitor adherence to conditions
* Assisting Project Promoters with project procurement (including scrutiny of quotations and assistance with tendering).
* Detailed checking of Project Promoter claims to ensure compliance with Operating Rules and audit requirements.
* Collecting and collating project and financial monitoring data.
* Designing, maintaining and updating internal databases and spreadsheets as necessary.
* Updating central database as required.
* Initiating and maintaining project files
* Liaising with EU, DARD and Local Government auditors
* Other duties as assigned by the Programme Manager/ Project Officer

Essential Criteria
* Have a relevant third level qualification and/or a sound understanding of project management and delivery
* Have experience of grant monitoring and verification of claims
* Have experience of developing and maintaining databases.
* Have experience of taking minutes of meetings.
* Have a proficient level of verbal and written communication skills in English
* Have access to transport for work purposes.
