Our client based in Monaghan & Belfast require a temporary Economist for an 8 week period (may be extended to 12 weeks). This role can be either based in Belfast or Monaghan.

Main Duties
* Managing a caseload of external economic appraisals, involving liaising with the consultants, reviewing the draft documents for consistency
* Assisting the consultant to obtain the necessary information required
* Preparing Economic appraisals on funding applications submitted
* Quickly developing a keen understanding of the programme and priority objects under the INTERREG IVA programme;
* May be required to critically review project applications and associated business plans;
* Consulting with relevant Government Departments as to the suitability of applications;
* Sourcing relevant, additional information on funding applications;
* Interpreting, understanding and applying EU eligibility rules and guidelines;
* Scoring applications against agreed scoring criteria (according to an agreed template);
* Presenting findings internally to work-peers as part of an internal business scrutiny group;
* Preparing final paperwork to be presented to selection panels;
* Ensuring that appropriate audit trails are in place by maintaining up-to-date electronic and paper based files.




Essential Criteria:
* Excellent written skills are required for this position. The candidate must have a proven track record in report writing. The candidate must demonstrate excellent standards of written English. The candidate must have excellent attention to detail.
* Previous experience of report writing should demonstrate the following: the ability to weigh up options, to question and probe assertions made; to analyse, evaluate and critically review all aspects of complex business plans and funding applications. The candidate must demonstrate the ability to back up all assertions made with thorough reasoning and supporting arguments. The candidate should provide evidence of their ability to persuade and influence others through written reports.
* Experience of the preparation and/or review of Economic Appraisals to the Green Book Standard
* On top of excellent written skills, the candidate must have excellent oral communication skills as they will be required to liaise with external stakeholders from applicants to government departments. The candidate will be required to identify gaps and deficiencies in information and to seek informed and correct up to date information to address such gaps.
* The candidate must demonstrate a broad knowledge of the public, private, voluntary and community sectors in N Ireland and the border region ofIreland. In demonstrating this knowledge they should have the ability to ensure the content of all reports are relevant to the target audience.
* Excellent financial skills are required. The candidate will be required to understand, review, comment and interpret complex budgets (budgets of up to EUR5 million). The candidate will be required to demonstrate their experience in working with financial data.
* The candidate must entirely IT literate and display excellent technical skills. They must be fully conversant in Word and Excel in particular. The candidate will be required to write all reports in Word and have excellent typing skills. The candidate will be required to interrogate excel worksheets and manipulate data to ensure they can provide an in-depth electronic analysis of all numeric data.
* The candidate must have experience in financial planning and financial forecasting for large-scale projects.
* The candidate must be able to comment on governance issues associated with project promoters. Candidate should be knowledgeable on the financial and management accountability of applicants.
* The candidate must demonstrate a high level of organisation skills, and be able to manage a complex and diverse workload to ensure that challenging deadlines are met.
* The candidate should be able to facilitate decision making and have the ability to problem solve, and to influence others. Whilst the candidate will be closely managed, they should also demonstrate the ability to work on their own initiative.
* The candidate must have experience in monitoring, evaluation and planning, monitoring, ensuring the most effective use of resources and assisting in resource allocation.
* The successful candidate should be able to work as part of a team. They will be required to welcome direction and guidance from their manager. They will be required to work with peers to ensure that a common standard is set around the application of scoring criterion.
